The answer for this question is both a yes and a no. There is a justified reason for this mixed response. There is no such issue of breathing at 0 points in Gangtok for absolutely healthy people. However, the infants and the human beings dealing with some kind of breathing issues might face issues. The possible reason for this is that because there is very less oxygen at such high altitude and 0 points and that is why it becomes very difficult for one to breathe.
The pressure also is very there and the thin air present there compliments the problem. However if you do not do any vigorous movements like running or jumping then you can be absolutely fine. However, proper precaution must be taken and this is something serious so anybody going there must take this seriously else it can be problematic. There is no such problem when it comes to survival or adaption as local people residing there have adapted the situation quite well.
