No, the permit for Tso Moriri can?t be arranged from any place other than Leh. Unfortunately, the permit for visiting this place can only be granted from the DM office situated in Leh. Moreover, you must ensure that you have at least 5-6 copies of the permit available with you with respect to the route that you follow to visit Tso Moriri.
If you shall emulate the direct route from Pangong, then you have to submit a photocopy of the permit at each of the checkpoints namely Chushul, Loma. Nyoma, Mahe, Tso Moriri. If you shall choose the Khardung La route, then you have to submit a copy at South Pullu whereas if you follow the Nubra Valley route, you have to submit a photocopy at North Pullu.
Make sure that you have enough copies because it is almost impossible to find any photocopy machine center outside Leh.
